National Ports Agency confirmed in 2024 its status as a benchmark public enterprise, committed to sustainable, inclusive, and
resilient management of the national port system.
01 Southern Ports at the Heart of the New
Morocco-France Strategic Partnership
The new support program for ANP, formalized by
the Joint Declaration signed before His Majesty
King Mohammed VI, may God Assist Him, and the
President of France, His Excellency Mr. Emmanuel
Macron on 28 October 2024, by Mr. Nizar Baraka,
Minister of Equipment and Water, and Mr. Rémy
Rioux, CEO of the French Development Agency
(AFD), is structured around four pillars:
• The ecological transition of the port system,
• Strengthening climate resilience,
• Promoting the blue economy,
• And port innovation.
This ambitious program covers all Moroccan ports,
with particular focus on the strategic southern ports
of Dakhla and Laâyoune.
It builds on the previous 2018-2024 investment pro-
gram, which aimed to improve port competitiveness,
adapt to climate change, and foster urban integra-
tion of port infrastructure.
